Omsorgsbygg is launching a new procurement within the PAPIRUS project trying to put to use all the experiences from the other procurements.
– There was interest from the market and more than 30 people joined the market event in Oslo. In addition we had 15 one-to-one meetings with suppliers after the event. In the end there were very few bids and it was clear that the suppliers were not ready to deliver all the documentation we were asking. Main lesson learned is not to stop the communication with the market after the tender is launched, and to simplify everything, says project coordinator in Omsorgsbygg Lene Lad Johansen.
Now the plan is to put all the experiences and lessoned learned from all the PAPIRUS procurements and do a new tender in Oslo. All of the four procuring partners have had low interest in the tender after launching. The complexity of the documents made it time consuming to participate in the contest.
Omsorgsbygg is planning a new procurement to replace windows and insulate the façade of three kindergartens in Oslo. The process and documents will be simplified and there will be a new market event as well as a conference to address questions after the tender is out in the market.

The Andalusian Energy Agency and the Andalusian Institute of Technology in collaboration with the University of Málaga are organizing a market event in Andalusia in the framework of the PROBIS project.
This Working Roundtable will present the novelties concerning Sustainable Construction and Public Procurement, will capitalize from PAPIRUS and GRASP-MED existing European Projects and will share experiences concerning technological innovation at the sustainable construction sector.
The working meeting aims to present the results achieved so far within the framework of the European project PROBIS (innovative in building sustainable public procurement), as well as the opinion of associations and technologists Andalusian of the construction sector who can contribute with their proposals of innovative solutions to be implemented in the three pilots projects developed at PROBIS, which will be presented during the day. PAPIRUS Consortium is organizing a joint workshop for EU funded PPI projects in order to exchange knowledge, experience and share best practices on PPI implementation.
The workshop will take place on 19th November 2015 in Brussels in the Delegation of the Basque Country to the EU.
During the event invited PPI projects will be presented, focusing on main achievements, success stories or barriers that have been encountered when implementing PPI. Further, an interactive session will be held where all participants will be involved in a discussion about challenges that may be encountered when implementing PPI.
We hope that together we will be able to develop some solutions and best practices on how to minimize the barriers. The outcomes of this workshop will be widely disseminated among public procurers across Europe in order to facilitate implementing PPI.
Participation in the event will be a great opportunity to present your project to other Public Procurers, to contribute to raising knowledge in the area of PPI as well as to do some networking and maybe finding Partners for future projects.
