PAPIRUS Lessons learned

A free seminar on New Models of Public Procurement: Public Green Procurement and Public Procurement of Innovation will be held in Bilbao on 8th April 2016. During the seminar experts from Ihobe, MINECO, University of Vigo, Sestaoberri and TECNALIA, will share their experiences on these two new procurement strategies.
Public procurement is a political strategy instrument contributing to implement environmental policies, social integration and innovation developed through the new European directives on public procurement procedures. The seminar will be a good opportunity to learn about new European directives regarding Green Public Procurement and Public Procurement of Innovation and their implementation in practical cases as the one developed in the framework of the PAPIRUS project.
The seminar includes the presentation of the new Guide 2. 0 for the Public Procurement of Innovation with updates of the new Directive 2014/24/EU The lessons learned from the PAPIRUS project which aims to promote, implement and validate innovative solutions allowing the Administration to achieve a sustainable construction will also be displayed. The seminar is dedicated for both legal and technical staff of the procurement and contracting areas of public entities.

On 26th January, 2016 PAPIRUS public procurer SESTAO BERRI has announced the tender for the works contract regarding the numbers 33 and 35 of the Txabarri street in Sestao. In the next days the Mayor of Sestao and the representatives of the Vasque Government will give a press conference in order to give greater publicity to the tender. The deadline for bidders to submit their bids is on February 23, 2016.
PAPIRUS workshops results - Sharing experience, results and lessons learned from the PAPIRUS, SPEA and PROBIS projects

In the framework of PAPIRUS project an international workshop for EU funded PPI projects, was held on 19th November 2015 in Brussels. The aim of the workshop was to exchange knowledge, experience and share best practices on PPI implementation. The participants of the workshop represented the following PPI projects:
- Public Procurement Administration to Reach Ultimate Sustainability (PAPIRUS) - the overall objective of PAPIRUS project is to promote, implement and validate innovative solutions enabling the European community to achieve sustainable construction. The project implied an introduction of a new public procurement process focused on providing materials characterized by near zero energy consumption for the repair and construction of buildings in four European locations (www.papirus-project.eu);
- The Smart Procurement European Alliance (SPEA) project focuses on improving energy efficiency in municipal buildings in order to incorporate energy saving and renewable energy to these buildings and to develop sustainable management procedures in the cities of the European Community (http://www.speaproject.eu/, www.sustainablebuildings.eu);
- Supporting public procurement of building innovative solutions (PROBIS) - general objective of the project is to promote bidding through innovative solutions aimed at increasing energy efficiency and sustainability of European public buildings (http://www.probisproject.eu/).
The last session of the event was an interactive discussion regarding barriers and challenges that each project has experienced when implementing public procurement of innovation. Below is a summary of the results from the workshop and challenges that have been discussed among the representatives of the PPI projects. We hope that these findings and lessons learned will help you to plan and implement PPI projects and minimize in time the challenges they carry.
